Document procedure for periodically running kovan tests and local tests that only partially redeploy

Problem: the only tests that we run in CI (via yarn test) are local tests that redeploy all contracts in each test file. It's easy for the deployment script changes to introduce a bug that stops partialRedeploy from working correctly, for deploy_in_testing and deploy_in_kovan to get out-of-sync, for test changes to cause Kovan failures, etc.
